Pulling back on the high beam switch should display the blue high beam icon on the DIM.
If bad bulbs, the icon should light up. If icon turns on and no high beam check CEM fuse 22/23 then bulbs. You do not have either one. It is very rare to have high beam bulbs fail; they are not used that often.
Especially not both high beam bulbs. With VIDA you can monitor if the high beam command has been sent to the CEM. Below is the Hi/Lo wiring diagram. 3/254 SWM sends the command to CEM to turn on/off high/low beam bulbs. CEM send message on the CAN network to DIM to turn on the High beam icon. DIM is not in below diagram.
xemodex.com repairs all brands of car modules. For your CEM one of the failures is Hi/Lo/Fog bulbs.
I would lean towards internal CEM failure. If you had CEM connector water damage the DIM icon should still be displayed in high beam position.
You may want to replace the turn signal switch and see of this fixes anything.
It is not uncommon to have the T/S switch fail to turn on the turn signal.
Internal contacts in the switch become worn. I replaced one last year on a 2007 XC70 for a family member. They do wear out. PDF for column cover and wiper switch remove. Turn signal switch is the same as wiper switch replace. I could not find TS switch replace directions. If ordering a turn signal switch order by VIN not the below parts page.
